◎說明美國權利法案和英國權利法案

●美國權利法案從英國傳來

●十條修正案
1.言論、宗教、和平集會自由
2.持有與配戴武器的權利
3.免於民房被軍隊徵用
4.免於不合理的搜查與扣押
5.正當程序、一罪不能兩判、禁止逼供、禁止剝奪私人財產
6.未經陪審團不可定罪以及被控告方的其他權力
7.民事案件中要求陪審團的權利
8.禁止過度罰金與酷刑
9.未被列入的其他權力同樣可以受到保護
10. 人民保留未經立法的權利

◎Library Bill of Rights
I. Books and other library resources should be
provided for the interest, information, and
enlightenment of all people of the community
the library serves. Materials should not be excluded
because of the origin, background, or views of those
contributing to their creation.
(例:臺灣的新住民，不該被排擠在外)
II. Libraries should provide materials and information
presenting all points of view on current and historical
issues. Materials should not be proscribed or removed
because of partisan or doctrinal disapproval.
(例:圖書有收藏蔣中正全集就應該也有收藏毛澤東全集，
不該受到政治立場的影響)
III. Libraries should challenge censorship in the fulfillment
of their responsibility to provide information and
enlightenment.
(挑戰檢查制度，但通常都會受都到宗教和道德的影響，
政策的影響反而減低了)
IV. Libraries should cooperate with all persons and groups
concerned with resisting abridgment of free expression
and free access to ideas.
(只要觀點存在，圖書館就應該接受，不管這個觀點正
確與否)
V. A person’s right to use a library should not be denied
or abridged because of origin, age, background, or views.
(不能因為他的出身、年齡、背景、觀點而造成否定
他利用圖書館的權利)
VI. Libraries which make exhibit spaces and meeting rooms
available to the public they serve should make such
facilities available on an equitable basis, regardless of the
beliefs or affiliations of individuals or groups requesting
their use.
(不能因為個人或團體的信仰或加入的聯盟就限制其使用
展覽廳或會議室的權利)
